By Ted Steinmann

As Product Manager and technical lead at ImageTrend I spearheaded the development and implementation of standardized EMS workforce reporting solutions, directly informed by the National Association of State EMS Officials (NASEMSO) ā€œCore Tenā€ EMS Workforce Planning and Development Guidelines for State Adoption. My work addressed the critical need for states and agencies to evaluate their EMS workforce comprehensively, consistently, and in alignment with national standards.

šŸŽÆ Key Contributions & Outcomes

🧩 Standards Alignment:

Led the translation of NASEMSO’s guidelines into actionable, standardized reporting features within the License Management platform. This included mapping data definitions, such as personnel characteristics, employment status, agency attributes, and education program outcomes, to ensure reports were both comprehensive and comparable across states

šŸ—‚ļø Data Model & Feature Design:

Designed and implemented new datasets and reporting structures that enabled both point-in-time and longitudinal workforce analysis. This included the addition of employment fields to the Service Affiliation dataset, supporting accurate tracking of workforce supply, retention, and educational program effectiveness

šŸ¤ Collaboration & Stakeholder Engagement:

Worked closely with state EMS offices, NASEMSO leadership, and internal development teams to identify reporting gaps, gather requirements, and validate solutions. Presented findings and system capabilities at national forums and webinars, incorporating direct feedback from state administrators and NASEMSO subject matter experts.

šŸ›”ļø Risk Mitigation & Value Delivery:

By implementing these standardized reports, states are now equipped to identify workforce trends, benchmark against national data, and support policy decisions with reliable metrics. This work has positioned ImageTrend as a leader in EMS workforce analytics, providing clients with tools that support data-driven management and compliance with national guidelines.

šŸ”„ Continuous Improvement:

Maintained an ongoing feedback loop with users and stakeholders, iterating on report features and data structures to address evolving needs, such as tracking workforce attrition, educational program outcomes, and the impact of macro-level events on EMS staffing.

šŸ“ˆ Impact:

The NASEMSO EMS Workforce reporting initiative has enabled states to move from ad hoc, inconsistent workforce tracking to a robust, standardized, and actionable analytics framework. This empowers agencies to make informed decisions, advocate for resources, and ultimately strengthen the EMS workforce nationwide.
